SIKHAYAN (SIKap, HAnapbuhay, kabuhaYAN) is Santa Rosa City's foundation activity that started in the year 2002 under the initiative of Mayeth Bartolazo, the former School Directress of Holy Rosary College and now the Brgy. Captain of Tagapo. This annual festival is celebrated every 18th day of January to signify the city's humble beginnings as a town. It features Street Dancing Parade and Competition participated by different schools and NGOs. The citizens comemorate the enterprising spirit of the Roseňan which has fueled Santa Rosa's economic growth throughout its history. They join each others hand to participate in the city's continuing development process. In which their combined efforts will result to the fulfillment of a legacy they can leave to their children: a more vibrant and humane Santa Rosa City.
Known for its influencial history, great art and magnificent culture, the City of Santa Rosa has been named as the Cultural and Heritage Mecca. Its arts encompasses literature, visual arts and the performing arts, including music and dance. Its rich culture is mainly all about the distinctively human activities and values which show how profound Santa Rosa is.
