Known for its influencial history, great art and magnificent culture, the City of Santa Rosa has been named as the Cultural and Heritage Mecca. Its arts encompasses literature, visual arts and the performing arts, including music and dance. Its rich culture is mainly all about the distinctively human activities and values which show how profound Santa Rosa is.
The Santa Rosa plaza served as the former place for the people's gathering during the pre- modern times. Townsfolk milled around the plaza during the fiesta time. The plaza started as space between the Central 1 and the renovated Bantayan to the left. On 1920, after the World War, Santa Rosa celebrated its Independence Day, the US flag is placed on the left side of the Municipio while the Philippine flag is prominently displayed at the glorietta.
Old plaza with the glorietta, existing till after the war, and the municipio was later owned by Gov. Feliciano Gomez and was now Santa Rosa Educational Institution (SREI). The monument of Dr. Jose Rizal, which was built by David Dia on 1959, was renovated under the term of Mayor Angel Z. Tiongco. The town plaza was expanded and reconstructed under the term of Mayor Roberto Gonzales. The City Plaza was blessed on August 23, 2006 (Feast Day of Santa Rosa de Lima), during the term of Mayor Joey B. Catindig. The plaza as one of the historical landmarks in Santa Rosa symbolizes the dynamic changes that the city went through.
