The City is being run through its 22 departments. These offices have specialized functions as mandated by the Local Government Code of 1991 to deliver services to the constituents of the city. There are 14, which are classified as support services, and 8 as frontline services. Of these offices, 18 are mandatory while 4 were created by local legislation to improve service delivery.

The Office of the City Mayor is headed by the Chief Executive who exercises general supervision and control over all programs, projects, services, and activities of the city government.
