We all know that General Santos City was named after our honorable General, General Paulino Santos. But, for everybody's information, before the city was named by his honor, there's a short five happenings before it was declared as what it is now. This happenings will tell you the role of our top five mayors and other officials .
General Santos City years before 1954 was one of the municipalities of Buayan and named as Dadiangas. The seat of the government of the municipality of Buayan was in Dadiangas. On June 1954, Congressman Lumanog Mangelen authored Republic Act No. 1107 changing Buayan Municipality to Gen. Santos Municipality in honor of a man who was dubbed of the “Architect of Buayan – Koronadal – Allah Valley Settlement”. The principal motivator behind the renaming of Buayan to Gen. Santos Municipality was the incumbent mayor The people of all the settlement districts rejoiced overwhelmingly and thanked whole heartedly Congressman Mangelen. In 1956, Pedro Acharon, Sr. became the second elected mayor of the locality. By virtue of Executive Order No. 246 the Municipality of Polomolok was created in 1957. In 1959 election, Dr. Jorge Royeca became the thrird elected mayor. In the succeeding election of 1963, Lucio Velayo became the fourth elected mayor. In 1965, the annual income of the municipality was P600 000 which qualified itself within the fourth class city bracket. Thus, a house Bill No. 5862 was passed in the lower house of Congress converting Gen. Santos Munipality into a city and renaming a newly born city as Rajah Buayan City in honor of once upon a time benevolent ruler. The local residents objected in the renaming of theplace and thus prompting Congressman Salipada K. Pendatun to include a provision wherby the said Bill be ratified by the people by means of plebiscite. An amendment to the House Bill No. 5862 was sponsored in the upper house of Congress by Sen. Raul Manlaquez which was accepted without a dissenting vote which reads as follows; “Provided it shall be accepted in a plebiscite by a majority of the qualified voters of the Municipality of Gen. Santos. “When the result of the plebiscite was finally tabulated, 4,422 voted in favor of the cityhood which outnumbered the votes against the cityhood. During the 1967 election, Antonio C. Acharon (the son of an ex mayor)ran for mayor and won, thus, he became the fifth elected mayor During his first year of incumbency, tha annual income went up to P944, 657.55. On January 1, 1968 a newly created province of South Cotabato was approved into a law making Marbel as the capital site. A few months later, a Bill known as Republic Act No. 5412 was passed in Congress. The said Bill was sponsored by Congressman James L. Chiongbian converting the Municipality of Gen. Santos into a city while retaining its name. It became a city on July 8, 1968. On September 5, 1968 the City of Gen. Santos was inaugurated with Antonio C. Acharon as the first city mayor. His Excellency Pres. Ferdinand Marcos became the guest of honor and speaker. From then on the city started to grow rapidly until one day the entire country focused once more its attention in the southernmost Philippines due to the alleged presence of “Octopus Gang” whose tentacles became widespread in southern Mindanao.
